SNAP-Ed Environmental and Marketing Nutritionist - Buffalo, NY

Cornell Cooperative Extension of Erie County has an opening for a full-time, SNAP-Ed Environmental and Marketing Nutritionist based out of the Buffalo, NY office.

The Supplemental Nutrition Assistance Program Nutrition Education and Obesity Prevention (SNAP-Ed) Environmental and Marketing Nutritionist assists with the assessment, planning, development, implementation and evaluation of strategic and innovative environmental change and social marketing efforts to deliver adult and youth nutrition education to improve healthy food and lifestyle choices among the target audiences of low-income families and individuals encompassing all age groups throughout the SNAP-Education region led by Erie County. As part of the Federal SNAP-Ed Regional Program, this position will work closely with the Assessment and Evaluation Educator and each nutrition educator in the region as the leader for the development, implementation and evaluation of social marketing and policy, system, environmental efforts to affect behavioral change. Additionally, this position will be responsible for delivery of established, evidence-based SNAP nutrition education and obesity prevention programming to improve healthy food and lifestyle choices among families and individuals encompassing all age groups.

This is a 1.0FTE grant-funded position. Funding for the Supplemental Nutrition Assistance Program (SNAP-Ed) program is through the United States Department of Agriculture (USDA) and administered by the Office of Temporary Disability and Assistance (OTDA).

REQUIRED QUALIFICATIONS:

* Master's Degree in Nutrition, Health Education, or Public Health. Bachelor's Degree plus 4 years transferrable relevant evidence-based research experience may substitute.
* Experience relevant to the role of the position including knowledge and experience with social marketing to affect behavior change and environmental change initiatives to affect behavior change.
* Ability to clearly communicate (speak, read and write proficiently) in English.
* Ability to meet travel requirements associated with this position.
* Ability to work flexible hours which may include evenings and/or weekends, as appropriate.
* Ability to transport/move supplies and equipment, climb stairs with or without reasonable accommodation.
* Proficiency with windows-based software including use of the internet and Microsoft Office Suite including Outlook, Word, PowerPoint, Publisher, and Excel.
* Ability to communicate effectively, clearly, and tactfully through verbal, written and electronic methods.

PREFERRED QUALIFICATIONS:

* Ability to clearly communicate (speak, read and write proficiently) in Spanish.
* Familiarity with the community in which the work will take place and ability to utilize program resources within the community.
* Familiarity with purchasing and preparing foods, utilizing business expense accounts and pragmatic use of resources.
* Familiarity with reviewing and following recipes and assure compliance to federal and state guidelines.
* Ability to present effective and relevant educational lessons to target audiences (one-on-one and group) and work with diverse audiences of all ages maintaining cultural sensitivity.
* Knowledge and experience with logic models.
* Knowledge of Policy, Systems and Environmental strategies (PSE's) and potential impact on Supplemental Nutrition Assistance Program (SNAP) audiences.
* Experience in a marketing/communications role.
* Familiarity with a variety of program delivery methods to reach individuals and groups in youth and adult audiences and ability to integrate youth and adult development principles into educational activities.

RESPONSIBILITIES/ESSENTIAL FUNCTIONS:

Program Development - 10%
* Assist with development of SNAP educational programs materials to address clients' needs.
* Assist with development and updating of new policy, systematic, and environmental (PSE) change strategies that align with OTDA priorities and guidance.
* Contribute to the development and planning of environmental change initiatives that consider the diversity of the community.
* Assist with strategic development of programming and marketing materials for educational events and mass media efforts related to program.
* Utilize nutrition and social marketing knowledge to contribute to integrated, online marketing & engagement campaigns that deliver nutrition programming using social marketing tactics.
* Stay informed of industry trends and best practices to understand how they can be applied to social media program development.
* Apply subject matter knowledge to assist with creation of lesson plans.

Program Delivery - 45%
* Utilize existing program materials and educational framework to implement the recruitment and teaching of the targeted number of both adult and youth participants in the SNAP Program.
* Apply subject matter knowledge to adapt approved curricula and materials to deliver SNAP-Ed nutrition education programming utilizing a variety of proven educational methodologies.
* Conduct creative environmental change programs, based on the use of regionally-selected, approved materials, to impact audiences through a variety of delivery methods.
* Assist with ensuring program delivery is within scope of the statewide and Association Plan of Work.
* Provide support, resources and information to organizations, partner agencies and others designed to improve access and remove barriers to securing healthy foods and physical activity opportunities.
* Implement innovative environmental strategies to deliver adult and youth nutrition education to target audiences; play an integral role in the delivery of regional environmental strategies.
* May be involved in multidisciplinary and/or multi-association team efforts to deliver program.
* Serve as a subject-matter resource in the area of Nutrition to staff and participants, community organizations and the general public.
* Represent CCE before the public, community leaders, government officials, Cornell or other land grant universities in a professional manner as part of program delivery.
* Work to foster acceptance of the SNAP Program, methods and policies while addressing community and individual needs and considering diverse audiences.

Program Evaluation - 20%
* Assist in the creation of policy, systematic, and environmental (PSE) evaluation framework
* Implement program evaluation as designed.
* Interact with program participants, Association staff, program committees, county/community leaders, and other key stakeholders to collect evaluation data for improving programs.
* Assist in analyzing collected program evaluation data for reporting and program improvement purposes using standard, established policy, procedure and methods.
* Make recommendations for improvement/changes to strengthen and improve programmatic offerings.
* Communicate evaluation results and findings.

Administrative Direction - 5%

* Assist with effective strategic external and internal communication and marketing efforts to reach target audiences and meet program objectives and increase programmatic awareness through public relation initiatives including networking/collaborating with government, economic, educational and community organizations.
* Assist in identifying and developing relationships with appropriate agencies, organizations, industries and community leaders for policy and environmental change programming.
* Assist in the planning and promotion of public events and programs including, but not limited to, assisting with mass media efforts related to upcoming events and programs.
* Assist with regional efforts for the planning and implementation strategies of social media activities and environmental change initiatives.
* Utilize a variety of proven educational and Policy, System & Environmental (PSE) change methodologies in planning for the sustainability of implemented strategies.
* Assist with training nutrition educators on policy, systematic, and environmental (PSE) evaluation tools and protocol.
* Provide input into the planning of policy and environmental initiatives.
* Assist with establishing program goals and priorities.
* Assist in identifying and making recommendations for policy and environmental changes to address identified gaps/needs in the community, county and/or region.
* Assist with planning the structure of delivering educational SNAP-Ed programming via various methods.
* Assist with identifying existing coalitions or appropriate partners with whom to collaborate on policy and environmental change initiatives and programming to addressing community gaps/needs.
* Assist supervisor with planning program budget and needs.
* Provide supervisor with program related information to assist the budget development process.
* Assist with identifying activities and resources necessary to implement initiatives and projects.

Administrative Coordination/Operation 15%

* Assist with coordination of reporting (quantitative and qualitative) for Policy, Systems & Environmental (PSE) strategies; prepare monthly and quarterly reports demonstrating program progress, accomplishments and the impact on the community.
* Assist in utilizing effective marketing strategies in the promotion of SNAP-Ed programming efforts to include, but not limited to: print media, news media, social media, multi-media efforts and the environmental change initiative in collaboration with other nutritionists.
* Assist with and provide input for the development of written marketing materials to highlight program(s).
* Organize and coordinate SNAP-Ed program activities (i.e. food demonstrations, direct lessons to adults and youth, etc.) to support delivery of established program goals.
* Coordinate identified administrative aspects of the SNAP-Ed Program including, but not limited to: preparing correspondence, maintain files, maintaining participant records, etc. ensuring confidentiality of all information
* Assist to coordinate, compile and organize existing program resources and program materials.
* Effectively maintain existing professional relationships with other agencies, organizations and businesses that promote effective communication and facilitate continued programming efforts.
* Coordinate program implementation activities and planning efforts with program staff.
* Work closely with regional participating counties to execute scheduled social media activities.
* Assist Supervisor to implement and support policy, systematic, and environmental (PSE) program reporting for all PSE strategies that meets reporting requirements and demonstrates impact of PSE's.
* Maintain records, complete reports, accurately collect and prepare paperwork as required for the program evaluation process.
* Maintain extreme confidentiality of information participant information and data collected.
* Prepare and submit expense reports, mileage reports, and/or vouchers in a timely manner per established policy and procedures.
* Provide data and information to assist with preparation of reports, impact statements, and success stories for funders, advisory committees, Board and others as requested.
* This position may require the transport of self and/or program materials/resources in performing position responsibilities.

Professional Improvement and Other Duties as Assigned 5%
* In cooperation with the Supervisor, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes in programming and Association priorities.
* Participate in all required orientation, training, and/or in-service meetings and trainings as scheduled/required.
* Pursue personal growth through expanding personal knowledge of the total organization and through updating techniques and technical skills relating to the position.
* Carry out assignments and other duties as assigned by supervisor, including but not limited to local fairs, community activities, etc.
* Collaborate in activities that are in general support of Cornell Cooperative Extension including but not limited to attendance at staff meetings, timely reporting of expenses, working with other staff, general marketing of Cooperative Extension programs and other duties as assigned.
