Under the direct supervision of the Parks and Recreation Director, the Special Events and Marketing Specialist plans, schedules, implements and evaluates programs for the special events area of the department. The position includes regular contact with the public, city employees, civic groups, local businesses and potential program sponsors in situation that require leadership skills and considerable tact and judgment. Performs related duties as required.
Essential Job Functions
Responsible for planning and implementation of special events and volunteer programs. Prepares budgets, develop concepts, prepares annual special event agenda and solicits sponsorships. Promotes and markets special events and volunteer programs through print, broadcast and social media. Supervises contract labor, vendors and volunteers by delegating job assignments, hiring, training and evaluating.
Continuously monitors and evaluates responsiveness, efficiency and effectiveness of special events. Maintains inventory and purchases supplies and equipment needed for special events. Prepares and maintains attendance records, event summaries and evaluations. Works with the local school district in coordination of facilities, programs and marketing.
Contacts local and regional businesses and organizations for program support and participation. Answers questions and provides information to the public regarding events, activities and programs; investigates complaints and recommends corrective action as necessary to resolve complaints. Assists with creating written news releases by writing articles on Special Events and Parks & Recreation events or services. Assists in the update and maintenance of the Parks and Recreation web site through the use of specialized computer software programs, development of content and graphics, and posting to appropriate servers. Uses desktop and design software programs to layout, design and produce flyers, newsletters, brochures, and various types of printed materials and graphics. Assists in the research, development and implementation of marketing and media events. Assists in updating social networking sites, writes and submits articles to local print media. Responsible for regular attendance and arriving to work on time.
Bachelor's Degree from an accredited college or university in Parks and Recreation, Public Administration, Business Administration or related field and two (2) years of experience in field of recreation and/or special event planning.
Ability to communicate both verbally and in writing. Ability to use a personal computer, including WORD and EXCEL software; calculator, copy and fax machines, mobile or portable radio, and various sports equipment used in programs. Ability to schedule, multi-task, prioritizes and meet deadlines. Ability to deal effectively with several problems at one time; deal appropriately with several individuals in solving problems; analyze various types of data and reach conclusions. Assist with training and monitoring employees (adults and college/high school students). Good working knowledge of safe working procedures.
Working knowledge of pertinent federal, state, and local laws, codes and safety regulations; recent developments, current literature and sources of information related to Special Event program planning and administration; marketing theories, principles and practices and their application to a wide variety of special event promotional services; planning and coordinating creative projects; public speaking and public relations; effectively dealing with the public.
Ability to work varied hours and days, including weekends; manage events and programs within budgetary allocation; ability to establish and maintain effective relationships with youth groups, civic organizations, boards, citizens and co-workers. Ability to work independently and manage multiple projects. Knowledge of recreational registration software is preferred.
Must be able to work a varying schedule, including evenings, weekends and holidays.
Valid Texas driver's license. CPRP certification preferred, or must be willing to obtain within one (1) year of employment. Must have and maintain a good driving record in accordance with the driving standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee within two working days of receipt.
